The ministry of Health has stated that due process was followed in the award of the Three Million, Nine Hundred and Ninety-Three Thousand, Nine Hundred and Thirty Ghana Cedis, Thirty-Six Pesewas (GHC3, 993, 930.36) contract, to Pharmanova Limited, an Indian company.

The ministry said the selection of the company which has been supplying other health commodities to ministry over the years was arrived at after International Competitive tendering process. After preliminary evaluation, samples of condoms by each bidder were submitted to the Food and Drugs Authority, [FDA] for quality testing

Only those condoms that passed the quality testing were evaluated financially and the company that offered the least price was selected. In accordance with the public procurement Law ,the recommendation of the evaluation report was sent to Central Tender Committee and they securitized and gave approval. The ministry further said Public Procurement does not give a approval for recommendations for award of contract as reported by the said publication.

The law requires that result of all tenders are published on the website of the PPA and this according to the ministry was done.
