FIFA Warns GFA: Obey CAS Ruling or Lose Support

FIFA, the world’s football governing body, has started disciplinary action against the Ghana Football Association (GFA) for not fully obeying a decision made by the Court of Arbitration for Sport (CAS).

This action follows a case involving Accra Hearts of Oak, who failed to pay over GHC 106,000 to their former player, Francis Adjetey. Earlier this year, CAS ruled in favour of Adjetey after he accused the club of unfairly ending his contract and not meeting its financial obligations.

A letter from FIFA’s Legal and Compliance Division, dated June 3, 2025, confirmed that the GFA “did not comply in full a decision passed by the Court of Arbitration for Sport (CAS) (the Decision).”

FIFA sees this as a possible violation of “Art. 21 of the FIFA Disciplinary Code (FDC) – Failure to respect decisions.” The GFA has been given a final 30-day deadline to make the payment and fully enforce CAS’s ruling.

FIFA warned that if the GFA fails to meet this deadline, “20% of the next FIFA Forward instalment due to the Respondent will be withheld by FIFA until the amount(s) due to the Creditor are paid.”

It added that if the payment is still not made after the first deduction, “a further 20% of the next FIFA Forward instalment will be withheld by FIFA and, at the Creditor’s request, the matter may be referred to the FIFA Disciplinary Committee for further measures.”

The GFA has been asked to either accept the proposed punishment or submit a defence to explain their side.
