Speaker Warns: I’ll Expose Anyone Who Blocks Anti-LGBTQ+ Bill

The Speaker of Parliament, Alban Bagbin, has warned that he will publicly name any person who tries to stop the Human Sexual Rights and Family Values Bill, 2025, from passing.

Speaking when Parliament resumed sitting on Tuesday, 3 November 2026, Speaker Bagbin said he wants the House to return to the bill, commonly called the anti-LGBTQ+ Bill, and complete the work needed to pass it.

He said he would use Parliament’s rules to support a motion asking the House to cancel its earlier decision at the third-reading stage. If the motion succeeds, Parliament can take a second look at the bill and finish the process during the current meeting.

The Speaker warned that he would not keep quiet if anyone tried to delay the lawful process. He said he would mention the names of such persons publicly and leave the matter to their conscience.

The bill was passed by the previous Parliament, but it was not sent to the Presidency for the President’s signature.

This followed Speaker Bagbin’s announcement that he had found mistakes in the bill. He has since said some parts of the bill must be corrected before Parliament can complete the process.

However, the Speaker cannot bring the motion by himself. Under Parliament’s rules, a Member of Parliament must move the motion to cancel the earlier third-reading decision. Parliament is expected to consider that motion, which could open the way for a second consideration of the bill.

Majority Leader James Agalga has also said the bill will be considered during the current meeting. He gave an assurance that President John Dramani Mahama will sign the bill into law if Parliament passes it.

The development means the anti-LGBTQ+ Bill will beback in the centre of parliamentary business, with the Speaker pressing for it to be completed and warning that anyone who stands in the way will be named openly.
