The Director of the Presidential Initiatives in Agriculture and Agribusiness (PIAA), Dr. Peter Boamah Otokunor, has reaffirmed Ghana’s commitment to strengthening international partnerships for agricultural transformation after participating in a high-level Russia–Africa Expert Dialogue in Moscow.
The strategic engagement, hosted by the Moscow Chamber of Commerce and Industry (MCCI), brought together policymakers, economists, development experts, business executives and investment leaders from across Africa and Russia to deliberate on expanding economic cooperation and unlocking new opportunities for sustainable development.
The meeting forms part of preparations towards the Third Russia–Africa Summit, scheduled to take place from October 28 to 29, 2026, and is expected to shape discussions on trade, investment, technology transfer and deeper economic collaboration between Russia and African countries.
Dr. Otokunor represented Ghana at the dialogue, where participants explored practical strategies for strengthening partnerships in agriculture, agribusiness, industrialisation, innovation and infrastructure development.
His participation, according to officials, reflects the government’s determination to position agriculture as a major driver of economic growth, employment creation and industrial development through strategic global partnerships.

The dialogue brought together experts, policymakers, business leaders, and development practitioners from across Africa and Russia.”
The discussions also focused on expanding trade relations, encouraging private sector investment and promoting innovation capable of improving food production and agricultural value chains across the African continent.
Observers at the forum noted that agriculture remains one of the most promising sectors for Russia–Africa cooperation, particularly in areas such as agricultural technology, mechanisation, fertiliser production, irrigation systems, food processing and research collaboration.
For Ghana, participation in such international engagements is seen as an opportunity to attract investment into agribusiness while creating avenues for technology exchange and market access for local producers.
Dr. Otokunor is reported to have used the platform to project Ghana’s vision of building a modern, resilient and commercially driven agricultural sector capable of supporting food security and economic transformation.
The Director’s participation also aligns with the objectives of the Presidential Initiatives in Agriculture and Agribusiness, which seek to modernise farming, strengthen value addition, increase productivity and create sustainable employment opportunities, particularly for young people.
Development experts say international partnerships will play a critical role in helping African countries address common challenges including climate change, food insecurity, access to finance and low agricultural productivity.
They argue that closer cooperation between Africa and global partners can facilitate knowledge sharing, innovation and investment needed to transform the continent’s agricultural sector.
The Russia–Africa Expert Dialogue further highlighted the importance of building stronger economic ties that extend beyond diplomacy to include practical cooperation between governments, research institutions and the private sector.
With preparations underway for the Third Russia–Africa Summit later this year, many stakeholders expect the outcomes of the Moscow dialogue to contribute significantly to future agreements aimed at boosting trade, investment and sustainable development across the continent.
For Ghana, Dr. Otokunor’s participation reinforces the country’s growing interest in leveraging international partnerships to accelerate agricultural transformation, expand agribusiness opportunities and promote inclusive economic growth.
