The Minority Caucus in Parliament has formally requested that the Attorney General and Minister for Justice, Dr. Dominic Ayine, appear before the House to provide a comprehensive briefing on the circumstances surrounding the arrest, detention, and bail conditions of Dennis Miracles Aboagye, the Director of Communications for the New Patriotic Party (NPP).
The demand was made on the floor of Parliament on Tuesday, July 14, 2026, by the Minority Leader and Member of Parliament for Effutu, Osahen Alexander Afenyo-Markin. He characterised the Economic and Organised Crime Office’s (EOCO) handling of Mr Aboagye’s arrest as a “Rambo style” operation that poses a significant threat to Ghana’s democratic governance and human rights protections.
Miracles Aboagye, a former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD) and a senior aide to former Vice President Dr. Mahamudu Bawumia, was apprehended on Saturday, July 11, upon his arrival at the Kotoka International Airport.
EOCO has confirmed that his arrest is connected to ongoing investigations into the alleged misappropriation, diversion, and theft of approximately GH¢55 million in public funds during his tenure at the IMCCoD, which covers the period from August 1, 2022, to February 2, 2025.
Speaking to the House, the Minority Leader criticised the investigative body’s tactics, questioning why Miracles Aboagye was subjected to a public arrest and detention when he had previously demonstrated full cooperation by honouring all invitations extended to him.
“The Director of Communications of our party, Miracles Aboagye, was arrested and detained by EOCO at the airport. He has been in custody for over three days. We are not against accountability; we are against the Rambo style,” Osahen Afenyo-Markin stated.
The Minority Leader further raised concerns regarding what he described as “excessive” bail conditions, reportedly set at GH¢50 million with three sureties, which he argued were disproportionate and punitive.
“Now they are demanding properties worth GH¢50 million before he’s granted bail. Let’s be careful, my dear political colleagues. Let’s be careful, Ghanaian political leaders. It can be somebody today,” Osahen cautioned.
Afenyo-Markin also made an emotional appeal on behalf of Miracles Aboagye, noting that he is a married man with children who has recently suffered significant personal and financial losses due to the devastating floods.
“Already, the man was affected by the flood. He lost everything. He’s already traumatised because of the flood. Then, to worsen it, you detain him for three days, and you say if he wants his freedom, he should bring properties worth GH¢50 million. How do you do this?” he asked.
The Minority Leader urged his colleagues to transcend partisan divides on the matter, arguing that the treatment of Miracles Aboagye sets a dangerous precedent that could be applied to any political actor in the future.
“Our colleagues should not be up in arms. It can be them tomorrow. What is happening to Miracles Aboagye is not good for our democracy,” he asserted.
He also raised concerns about the alleged use of state institutions for political intimidation, recalling instances where Members of Parliament were reportedly invited by security agencies following public statements on national issues.
“EOCO can investigate. EOCO can do its work with a human face. An invitation to Miracles Aboagye to appear before EOCO would have solved everything. In any event, the man was already attending upon them. Anytime they invited him, he was there. Why the Rambo style?” he questioned.
Concluding his address, Afenyo-Markin insisted that the matter transcends partisan politics and must be addressed as a fundamental human rights issue. He called on the Speaker of Parliament to schedule the Attorney General’s appearance to explain EOCO’s actions and the legal basis for the continued detention.
“Miracles Aboagye deserves justice. The country must not shut its eyes to the excesses by EOCO. Majority leader, please programme the Attorney General to come before this House and address us on what is happening at EOCO. The human rights abuses, we will not take it as a House,” he declared.
